Every State has an attorney general. Their authority is broad and far reaching. An attorney general is basically a district attorney for civil crimes. So the attorney general decides what businesses should be sued by the State. Thus, every time a merchant complains about your business to the attorney general, it puts your ISO on their radar. Eventually the attorney general will pursue your ISO. That is unless every complaint is met with a clear explanation of what occurred and why the complaint should not be dealt with.
